So why do they strive to manipulate our fear...?
Simple. Fear can dehumanize us and make us conform to a certain stereotype, or affect our decision-making processes. Fear is a powerful tool which, if utilized, is able to control the masses. The ability to determine and control what the masses are afraid of is control over perception, and allows the government to control how we act and feel, and when.
Manipulation of fear also includes absence of fear, also known as ignorance or apathy. If the government can create an environment where we either do not know about what we should be afraid of, or not care about what we should be afraid of, it gives them further dominion over how we act.
This all leads to dehumanization, as fear, and the redirection of our attentions away from fear to ideas that are unimportant, can lead to change in behavior, and result in rash decisions, or conformity, with apathy embedded. Either way, we are being desensitized as humans, and therefore, easier to control.
